The short answer

In short.

Start from what an enquiry is worth to you and how much a click costs for your searches, then set a daily budget that buys enough clicks to learn from in a few weeks. A budget so small that it gets only a handful of clicks a week tells you very little. Agree a trial period and review the search terms and enquiries before raising or lowering it.

Start from the value of a customer

Work out what a typical job is worth and how many enquiries turn into work. That sets the most you could sensibly pay for an enquiry.

Then look at the cost of a click

Click costs depend on how many businesses are bidding for the same searches in your area. Google Ads' keyword planning tools give an estimate for your searches before you spend anything.

Enough to learn from

A useful budget gets enough clicks to show which searches bring enquiries. Spread a small budget over too many services or too large an area and each part gets too little to judge.

How the daily budget works

Google lets you set an average daily budget for each campaign. On a busy day it can spend up to twice that amount, but over a month you are not charged more than the daily budget multiplied by 30.4, the average number of days in a month. Google explains how daily budgets and spend work.

GST

In Australia, GST is added to Google Ads charges, so allow for it when you set the budget.

Review, then adjust

After a few weeks, look at the search terms report, the cost per enquiry and whether the enquiries were real work. Cut what is not working before adding budget.
